Job Description

Position Summary

CKD invites applications from qualified candidates for the position of Assistant Project Coordinator (Technical Support & Knowledge Management) for its programme on Community Engagement for Reduction of Zero Dose Children and Improved RI coverage through Health System Strengthening across 6 districts of Uttar Pradesh.

Based at the State level, the Assistant Project Coordinator will work under the guidance of the Project Coordinator/Director and will support the state/district/sub-district teams to ensure timely, high-quality implementation of programme activities while also leading Project MIS, analysis, reporting, and knowledge/documentation systems so that evidence and learnings are captured, packaged, and used for decision-making and stakeholder reporting.

Key Responsibilities:

Programme coordination and implementation support

  • Work closely with the Project Coordinator to execute the intervention, track progress against milestones and timelines.
  • Liaise with state/divisional/district officials and donor/partners to enable smooth implementation, monitoring and supervision.
  • Provide ongoing guidance and backstopping to district/sub-district teams to resolve bottlenecks and improve quality of execution.
  • Travel to districts for advocacy, supervision and participation in review meetings, as required.

Technical backstopping, capacity building and package roll-out

  • Support Project Coordinator in planning and executing capacity building initiatives for programme teams, frontline workers and other stakeholders (e.g., IPC/counselling and other technical areas aligned to programme needs).
  • Orient District/Sub-district teams on SBCC/technical packages and training modules, jointly with partners/donor representatives, as required.

MIS, monitoring, analysis and reporting

  • Maintain the project MIS; ensure data quality, timely compilation, analysis, and synthesis for decision-making and stakeholder updates.
  • Ensure concurrent monitoring systems and strengthen supportive supervision across levels; analyse monitoring reports and flag corrective actions.
  • Develop periodic progress reports, dashboards and presentations for submission to donor/partners and internal review.

Documentation and Knowledge Management

  • Coordinate systematic capture of programme data/insights and ensure documentation of key processes and outputs.
  • Develop monthly case studies/success stories/best practices and other evidence products from the field.
  • Create/update technical documents—reports, manuals, guides, SOPs, templates—ensuring version control, formatting and quality assurance.
  • Set up and maintain knowledge repositories/systems (digital/non-digital) for storage, retrieval and dissemination; identify key knowledge assets (MIS, reports, presentations, etc.).
  • Build documentation capacity of team members through orientations/trainings on documentation practices and KM tools.

Team/process coordination (internal systems support)

  • Support recruitment, onboarding, orientation and replacement hiring (if needed) for programme staff, in coordination with Project Coordinator/HR.
  • Coordinate with internal departments (HR/Admin/Finance) to ensure smooth operational support for field teams.

Safeguarding and compliance

  • Ensure/coordinate mandatory staff briefings and compliance on PSEA and Child Protection as per organisational policy.

Qualification & Experience

Essential

  • Postgraduate in Social Sciences, Public Health, Rural Development, or a related field.
  • Minimum 5 years of experience in health, immunization, or community mobilization programmes at the district or state level.
  • Prior experience working with government health systems (NHM, Routine Immunisation) is preferred.
  • Strong coordination and facilitation skills, with the ability to engage effectively with diverse stakeholders.
  • Proficiency in MS Office (Word, Excel, PowerPoint). Sound MIS/M&E skills, including data compilation, validation, analysis, and generation of actionable insights for different stakeholders.
  • Excellent communication and interpersonal skills in Hindi and English; ability to communicate in local dialects will be an advantage.
  • Strong ability to develop high-quality documentation, including reports, case studies, and presentations; able to manage multiple tasks and deadlines with strong attention to detail.
  • Willingness to travel extensively within assigned districts and work in field settings.

Position Summary

CKD invites applications from qualified candidates for the position of District  Coordinators for its programme on Community Engagement for reduction of Zero Dose Children and Improved RI coverage through Health System Strengthening across 6 districts of Uttar Pradesh.

Based at the district level, the District Coordinator will work under guidance of the Project Coordinator and Divisional health Coordinator and will be responsible for implementation of project activities in the assigned districts with support from the on-ground partners hired through third party agency. Key responsibilities include on-going guidance, oversight and support to the team of partners working at the allocated project geographies, participation in review meetings with key stakeholders including District Immunization Officer, Block Program Managers and other block team for identifying challenges and progress to reach the zero-dose cohort, capacity building of Frontline Workers and community influencers as well as documentation and data management of project activities undertaken in the Blocks and Sub center/ANM areas.

District Coordinator will supervise a team of Block and Cluster Coordinators at the District level.

Key Responsibilities-

Planning and Coordination

  • Maintain strong coordination with the Chief Medical Officer (CMO), District Immunization Officer (DIO), MOIC, and other development partners.
  • Support implementation of the Zero-Dose CSO engagement activities at the block/district level as per the approved plan under the guidance of the State team.
  • Facilitate coordination between CSO field teams comprising Block and Cluster Coordinators, and ASHAs, ANMs, in close coordination with Block MOICs for effective planning and mobilization of VAB and ZD children.
  • Monthly individual briefing meetings with DM, CDO and CMO.
  • Participate in monthly review meetings with the PC/DHC and share progress, challenges, and best practices.
  • Resource mapping and orientations of formal, informal institutions/ dept/ and influencers.
  • Lead the strengthening of urban health systems for routine immunization including Head Count Survey, area demarcation and population-based microplanning for the urban areas.
  • Support Block cum Cluster Coordinators and Cluster Coordinators in preparing monthly work plans aligned with RI micro plans and VAB/Zero Dose load and other key priorities
  • Represent CSO partners in district-level planning and review forums, as directed like DTIF, CTIF etc).

Advocacy

  • Participation and presentation in DHS/ DTF meetings and meeting minutes shared
  • Participation and presentation in monthly EC meetings and meeting minutes shared
  • Participation in DWR meetings and meeting minutes shared.
  • Support to Block and Cluster Coordinators TTF/ BTF meeting.

Community Engagement

  • Planning behaviour change communication activities tailored to local preferences and community needs. Orient the team of assigned partners on the SBCC materials.
  • Oversee and guide field-level staff (Community Coordinator and Block Coordinators) in identification and tracking of VAB, Zero Dose and under-immunized children.
  • Facilitate social mobilization and awareness activities in collaboration with community influencers, VHNSC/MAS members, religious/community leaders, and CSO partners.
  • Monitor household visits, community meetings, and ensure coverage of hard-to-reach and high-risk habitations.
  • Ensure timely referral and follow-up of zero-dose children for vaccination.

Data and Reporting

  • Support in compilation and validation of field data on Zero Dose children (identified, vaccinated, pending).
  • Coordinate with BCs and CCs to ensure submission of Monthly Report on Zero Dose MIS Portal by 3rd of every month and ensure data accuracy MPRs before it’s submission.
  • Cross verifies the uploaded BCs and CCs reports on zero dose MIS portal and approve it within time frame.
  • Ensure BCs/CCs facilitated VAB MIS reporting of concern Block/planning Unit.
  • Analyse field findings to identify low-performing areas and recommend corrective actions.
  • Block-wise identification of key programmatic issues and prepare presentations accordingly in consultation and guidance of Project Coordinator and Divisional Health Coordinator.
  • Ensure documentation of case stories, best practices.
  • Sharing of Media clippings, appeals by leading practitioners/ religious leaders/ politicians etc.

Review meeting and Capacity Building

  • District level review meeting of BCs and CCs on monthly basis (input and outputs)
  • Support BCs and CCs in conduction/facilitation of block level review meeting of FLWs in poor performing blocks.
  • Facilitate preparation of VABs list for RI and identification of family- based influencers across GAVI districts
  • Identification of training needs of BCs and CCs, Govt counterpart and partners, prepare training and implementation plans for quality outcomes.
  • Support orientation and capacity-building sessions for CSO field staff, community volunteers, and PRI and MAS members.

Supportive Supervision

  • Conduct supportive supervision visits to monitor quality of field engagement and data collection.
  • Provide on-site mentoring to strengthen interpersonal communication and community mobilization skills.

Reporting and Review Mechanism

  • The District Coordinator will submit monthly progress reports to the Project Coordinator and Divisional Health Coordinator and participate in regular review meetings organized by the State Team and Development Partner.
  • The District Coordinator will share a best practices case study/success story of their respective filed to the Project coordinators.

CKD invites applications from qualified candidates for the position of Block cum Cluster Coordinators for its programme on Community Engagement for reduction of Zero Dose Children and Improved RI coverage through Health System Strengthening across 6 districts of Uttar Pradesh.

Based at the Block level, the Block cum Cluster Coordinator will work under the guidance of the District Coordinator and will be responsible for implementation of project activities in the assigned Blocks with specific focus on assigned ASHA areas. Key responsibilities include strengthening of Vaccine Avoidance Behaviour Programme, participation in review meetings with key stakeholders including Medical Health Officer In charge (MOIC) Block Program Managers (BPM), SMNet team for identifying challenges and progress to reach the zero-dose cohort, capacity building of Frontline Workers, Block Response Team and community influencers as well as documentation and data management of project activities undertaken in the Blocks. In addition to block level responsibilities block cum cluster coordinator will also accountable for selected ASHA areas in pre-assigned sub health centres of the assigned block. Key deliverables from ASHA areas include mapping of intervention areas to identify VAB, zero-dose children, understand reasons for vaccine avoidance, facilitate registration of zero dose children, drop out and missed children through UWIN. Block cum cluster Coordinator will also identify community influencers and engage them for community mobilization in allocated geographies.

Block Coordinator will supervise a team of Cluster Coordinators.

Key responsibilities-

Planning

  • Develop and implement monthly mobilization-plans for immunization of VAB/Zero Dose and missed children.
  • Ensure alignment of CSO activities with RI, and outreach session schedules.
  • Work to identify the reasons for vaccination avoidance and collaborate with the District Coordinator to design strategies for effectively engaging and reaching these groups.
  • Coordinate closely with the Medical Officer In-Charge (MoIC), Block Programme Manager (BPM), Block Community Process Manager (BCPM), and other block officials for smooth execution of the program and achieve program objectives.
  • Participate in block-level review and convergence meetings (BWR, BTF, and TTF etc).
  • Participate in monthly block/ planning unit level meetings.
  • Participation in ASHA Cluster Meetings with a focus on the priority area.
  • Support to the Government functionary during the MR outbreak/campaigns etc.
  • If placed in Urban – strengthening urban health systems for routine immunization including Head Count Survey, area demarcation and population-based microplanning.

Coordination and Liaison

  • Maintain regular coordination with the MOIC, ANMs BPM, BCPMs and other block partners.
  • Represent the CSO in Block Task Force on Immunization (BTFI) meetings, Block Weekly Review Meetings and ensure CSO action points are followed up.
  • Coordinate between the District/Project Coordinator and community-level CSO staff for smooth implementation.
  • Engage local influencers, PRI members, and religious/community leaders for awareness and community mobilization on immunization.

Community Engagement

  • Direct engagement in assigned AHSA areas
  • Supervise and guide Cluster Coordinators on data collection and community mobilization.
  • Facilitate household visits, verification of line lists, and follow-up of Zero Dose children.
  • Conduct supportive supervision during VHNDs, outreach sessions, and community meetings.
  • Promote inclusive communication strategies to reach marginalized populations (urban slums, nomadic groups, brick kiln workers, etc.).
  • Liaise with PRI members, SHG leaders, religious/community influencers, and school teachers to promote immunization.
  • Mobilize families during immunization Sessions and special /campaigns ( RI weeks, Intensified MI etc).
  • Address myths and misconceptions around vaccination through interpersonal communication and local IEC activities and support of influencers.
  • Facilitate and participate in household visits, mothers’ meetings, and community sensitization events.
  • Support local CSO partners in community awareness and demand-generation activities.

Data Management & Reporting

  • Support MOIC and other block level officials strengthen system for identification and reporting of vaccine hesitant families
  • Ensure accurate and timely data collection and reports on VAB/Zero Dose children through prescribed formats/tools.
  • Ensure submission of Monthly Report on Zero Dose MIS Portal by 3rd of every month and ensure data accuracy MPRs before it’s submission.
  • Cross verifies the uploaded CCs reports on Zero Dose MIS portal and approve it within time frame.
  • Ensure the timely reporting of block/planning unit on VAB MIS
  • Validate data with health staff and support data triangulation with RI, UWIN and HMIS records.
  • Prepare weekly feedback, highlighting gaps, challenges, and suggestions for improvement.
  • Prepare weekly and monthly progress reports, highlighting gaps, challenges, and success stories.
  • Support monitoring visits and maintain documentation (meeting minutes, photos, case studies).

Capacity Building

  • Build capacity of ASHAs, ANMs, and AWWs on the identification and tracking of VAB and Zero Dose children.
  • Provide feedback and on-the-job mentoring to field staff to enhance effectiveness and accountability.
  • Capacity building/sensitization of BRT team members.
  • Share best practices and learning within the block and district teams.

Monitoring and Supervision

  • Conduct regular field visits to assess session quality and beneficiary participation.
  • Track RI session implementation against plan and support corrective actions.
  • Maintain coordination with district-level officers and ensure compliance with project guidelines.

  • Improved VAB, Zero Dose coverage and reduction in missed children in assigned areas and block
  • Updated VAB, Zero Dose & under-immunized child line list per block.

CKD invites applications from qualified candidates for the position of Cluster Coordinators for its programme on Community Engagement for reduction of Zero Dose Children and Improved RI coverage through Health System Strengthening across 6 districts of Uttar Pradesh.

Key responsibilities-
Cluster coordinator will report to Block Coordinator and will be responsible for designated ASHA areas from assigned blocks.

Specific Responsibilities

  • Plan and implement project activities in the assigned villages/ Urban areas in close coordination with the Block and District Coordinator.
  • Conduct mapping of Sub Center/ANM areas (using participatory appraisal methods such as Focus Group Discussions (FGDs), Key Informant Interviews (KIIs), etc.) to identify zero-dose children.
  • Identify the reasons for avoidance of vaccination and share the same with the Block Coordinator for development of a strategy to effectively reach out to them.
  • Liaison with Block Coordinator to facilitate quality line listing by FLWs through Headcount validation exercise in identified ASHA areas.
  • Facilitate registration of VAB, Zero-dose children, missed and drop out children through UWIN.
  • Identify and maintain a database of local influencers and immunization champions during FGDs, to support daily planning, on-demand session identification, identification of VAB families, and their mobilization through a participatory approach.
  • Identify community platforms in the interventions villages and engage with platforms such as Mahila Arogya Samiti (MAS), Self-help Groups (SHG), Youth Groups, Panchayati Raj Institutions (PRIs), urban local bodies, Village Health Sanitation and Nutrition Committees, Urban Health Sanitation and Nutrition Communities and other social structures to mobilize communities and generate the demand for vaccination.
  • Collaborate with local groups to identify local festivals, seasonal events, mela’s, key gatherings such as Kisan Sammelan, Gram/Ward Sabha, and develop an events calendar to promote immunization awareness.

  • Conduct disaggregated analysis up to the Anganwadi level to identify gaps, trends, and high-priority areas to interpret the reimbursement and disbursement of the cash schemes to the beneficiaries and improve the funding processes and efficiencies through data management and trianing .
  • Develop dashboards, analytical summaries, and visualisations for programme managers and government counterparts pertaining to DBT systems in Poshan tracker, PMMVY and RCH HMIS portals.
3. Assessing Cash Transfer Effectiveness
  • Evaluate the efficiency, timeliness, and coverage of cash transfers to beneficiaries.
  • Analyse correlations between cash transfers and maternal nutrition indicators, where data is available, provide insights for training and implementation processes.
  • Identify systemic issues affecting payment success (e.g., Aadhaar seeding, bank delays, documentation gaps).
4. Tracking Fund Disbursement
  • Monitor fund flow from state to districts, blocks, and beneficiaries.
  • Flag delays or discrepancies in fund disbursement and coordinate corrective actions with relevant stakeholders.
  • Maintain updated trackers for sanctions, releases, utilisation, and reconciliation.
5. Reporting & Documentation
  • Prepare periodic (monthly/quarterly) and need-based analytical reports for ICDS, PMU, and development partners.
  • Document implementation challenges, good practices, case studies, and innovations from the field.
  • Provide inputs for state-level reviews, programme planning, and strategy development.
6. Stakeholder Coordination
  • Liaise with ICDS/PMMVY/Health(RCH) officials at state, district, and block levels for data collection and validation.
  • Coordinate with banking institutions, payment service agencies, and technical partners as required.
  • Support capacity building of frontline workers, supervisors, and district teams on data reporting and scheme processes.

Qualification & Experience Essential
  • Post graduate degree in Economics, Accounting, Commerce, Financial Management, Public Administration, Social Science or similar fields.
  • At least 10-13 years of experience in managing DBT and SBCC programs/schemes implemented by Government of India.
  • A good knowledge of the budget implementation processes involved in the release of funds at the national and state level.
